Altai M-3850D Multimeter - Gav Tries To Fix (with video)

This multimeter was beeping. I know they beep, but it was beeping just at me in such as the basic environment of the room. It was beeping when it was off, beeping when it was off.
Then it wouldn’t turn on at all.
In the innards I found a duff fuse, but was it a poisson rouge?
